I'll keep my eyes open.
I was in Thoet Thai enquiring about festivals but didn't get any info on Hmong festivals as of yet.
 
A Hmong clothing trader in Chiang Khong says late December is Hmong New Year.
So that should be new moon on 20 December.

Next month in November is a Hmong fair in Mae Rim, Chiang Mai.
I now think the event at Ban Khek Noi Phetchabun is most likely the same.

My contact who is a performer and compare at the Hmong festival near Thoet Thai says, the festival date has yet to be finalised, but will occur some time in November-December.

I'll provide an update when I hear more.
