It's more traditional in CK. Not unlimited mayhem as in the main cities.
That's ok as I don't like to be wet all day. Ten years ago one could go out dressed for dinner and ask the people not to pour water on you and they were ok with it. Ok you always got some drops from a water gun but today they don't care anymore and you face a bucket of water over your head.
