Anti-Dog Horn

I was riding in Khon Kaen City about a year ago. There was a bike (typical 125cc) in front of me and there was a dog that was about to step into the road. The rider hit his horn and that dog scooted out of the way like someone threw hot water on it. The horn was not especially loud (at least to me), so I guess it was a high frequency and, possibly, loud and painful to the dog.

Is anybody familiar with this? I'd love to get something like this but have not seen anything like it in Thailand.
