Immigration paper needed to purchase bike

I have seen this question here before. I had always thought that you had to have a Non- Immigrant visa (90 days) to get this paper. Well I was wrong. I am presently in Thailanbd on a "stamp" (30 days) I needed this paper to buy a 4 wheeled vehicle
