This is where the Chiang Rai event is being held: Google Maps
The entrance fee (if you buy the event t-shirt) is 300 baht.
I guess it's free if you don't buy the t-shirt but try to support them if you can. 300 baht isn't much and the t-shirt will probably last for years (along with all the other bike week shirts you probably already have by now !)
